The sleeve eagle highly resembles the sleeve eagle insignia "variation Railways Police sleeve insignia worn on the centre left sleeve" pictured on page 119 in Angolia's old book "Insignia of the 3dReich", Ducimus Books. This same Railways Police eagle that's in Angolia's book is also depicted on plate 56, bottom right, #22, in the BL Davis book "Badges&Insignia of the 3dReich". It may be close in design, but am not sure if it's the eagle posted.
