you know I did a stupid thing.. Before I bought the ring I asked to see the mark better. They must have tried to clean it and made it worse!, Lesson learned,,pay attention guys!!

Thank you both so much.. More than likely the Polish.. This ring could be wartime.. But more than likely postwar. Which is perfect! It came with a 47 dated photo I had checked out and then later a UPA published book also from 47.. The front plate might have been cast not sure yet,,but it has been soldered on to the front. The ring test to 800 silver accurately.
My contacts tell me that was how they were made. Since they were basically outlaws they would have someone make a bunch of the plates/cartouche then put on what ever they could. Ring blanks, backs of watches, a pins, etc.
My daughter is a master paper conservator and has the book for now. When its done I'll post if interest.

These UPA/OUN guys fought on until the 1950s.. IF I'm correct so did some Latvians , called the 'Forrest fighters' [?]
