UBB.threads Forums Edged Weapons Edged Weapons Accoutrements Forum Help with identification of knot and translation of tag

Here's something I picked up at the last Kassel show, I'm looking to try and identify the use of the knot, I've always thought of these as either Navy or Army use, perhaps the tag helps with identification, I can't seem to make out exactly what it says. Any help is much appreciated.
