Very true. However, period pictures exist of lower ranking political leaders wearing wearing 3rd pattern insignia. There was a 18 month wear out period allowed for changing insignia. As the war progressed, it is likely that this change out to 4th pattern insignia waswidely ignored. For example, I would guess that 99% of the political brownshirts in existance bear 3rd and not 4th pattern insignia. I am sure that some of this was due to the owner being in active military service.
