It is, I think, the Munich Reichsfuhrerschule for SA, NSKK and ( up to 1934) SS Leaders. In the photo I see at least one NSKK Officer, but no SS so perhaps this is post 1934. I do not have it any more, but I seem to remember the inside cover of Charles Hamilton's book ' Leaders and Personalities of the Third Reich,' Vol. 1 had a photo very similar to yours and perhaps another Forum member could check that. As to the neck award that is a mystery. I can only think of the PLM, but the image is unclear.
