The two headed eagle is usually associated with Russia as you state. I would look to see if perhaps it was Alexander II or NicholasII. It looks like a II below the eagles. It would not surprise me if the Russians ordered supplies from the French. Industrially the Russians were extremely behind the times while the Tsars ran things. Just a guess.
