UBB.threads Forums Uniform & Accessories Miscellaneous German Uniforms Repro shoulder boards... But of what?

I'm not sure what these are trying to be, so this seemed like a safe bet to post here... Any help you can give will be greatly appreciated. I guess these to be repro, but I can only guess what they're a repro of- student? Sa? Police? The latter was my best guess- I mean like enlisted or nco sd or other polizei esp if it's repro- but honestly I have no idea. Only guesses. Any thoughts?
