UBB.threads Forums Edged Weapons Army, Navy, and Luftwaffe Forum Army Dagger Issued To?

This may be a trivial question, but were all enlisted men eligible to receive an army dagger or was it officers only? If so what was the lowest rank to receive the dagger?....Thanks
