I can't recall seeing a set of what I thought were the black backed runes on a white tunic. Of course it is difficult to tell the color on B/W photographs.

This is an interesting six button white tunic with pleated lower pockets. I cannot tell if this officer has French cuffs or not. Often Officers did not wear collar tabs with the white tunic but I agree that this fellow has what appear to be green collar tabs along with all his other insignia including the Alte Kampfer stripe. Since he is clearly an SS member (wearing the dagger) he has chosen not to wear the runes. He has also chosen to wear his dagger from under his tunic rather than through the sword/dagger slit in the pocket.
