This is real hot glass enamel, right?
If so than answer is a tricky nature of this kind red color enamel. It will not lay on this low silver content base. With this enamel is pretty hard to work. To "fool" this enamel you can use pure silver 999, which is unacceptable in this case because of its softness. You can make richer silver surface. Or you can go this way with brass liner. There are few more possibilities like to make colorless enamel undercoat etc. Had a lot of "fun" with this enamel in restoration before.
