Gemeindepolizei seems to be the best guess but unfortunately there is no period documentation yet discovered. Of course, Saxon and Bavarian Police short swords will also be found in both silver and gold finishes. Here is an example of the silver Saxon Police Seitengewehr by Eickhorn. These police sidearms were shortened and modified by the Saxons in the same manner as the Prussian Police shortened their Seitengewehre in the late 1930s for the NS Zeit nationalized police.
