That looks like an early low pressure liner. Many of those liners were discontinued once the pressed duck ones came out, as they didn't hold up well to edge damage. They had cheaper suspensions put in them and were sold as toys for kids, and possibly safety helmets for workers.
Nice early steel helmet though!
