He "borrowed" it and others without credit from the unit history of the 4th SS Polizei Divison. The officer with the soutache on his police officer overseas cap was Oberst Brenner, commander of the 4th SS-Polizei Artillery unit. All of the staff officers there are Schupo officers and they are no doubt wearing private purchase Feldblusen, not the Heer design tunics as Jack suggests, modified with SS sleeve eagles.
I checked a couple of albums for officer overcoats and those I found had no piping like the NCO variety. George,the Oberartz in my photo is wearing a private purchase Feldbluse so it has no piping either.
