Paul Peters of Cincinnati, Ohio, can do it, as he's been putting together medal bars (& ribbon bars) for many years; I remember him doing it back in 1968. He was set up @ the SoS @ tables A51-58. But he's right up there in years, & may not have the eyesight nor inclination to do it much anymore. Dealers have told me that calls to make up special medal bars & ribbon bars have gone unanswered.
