I attach two pictures. First shows frontal and back shot of the pre1936 Feuerlöschpolizei tunic. (this one is different from yours in that it has slip-on boards, no piped cuffs and other insignia)
Second picture is a detail from a group of feuerwehr men. The piping along the cuff can (only just) be seen. No buttons are present on the cuff
BTW the Knötel drawing posted by Patrick also shows the piped Cuffs without buttons.
