I would like an opinion on this bucle - is this good or bad?
I also noticed there is two versions of police bucle - one piece stamped and the bucle with two piece construction - which one would be more rare?

The SchuPo buckle that you have posted looks perfectly fine to me.
Introduced in 1936 and yours is by the well known Richard Sieper und Sohne. The lettering and the ampersand to the R S & S logo looks a little eccentric, although a characteristic often seen for this particular maker.
There are many "variations" to this still quite common buckle and as you suggest, the buckle is known with a seperate tabbed roundel. I do not think though one can be regarded as rarer than the other and again, there are so many obvious and sublime variations to this group of buckles.
