Hi Kolibri,
yes, you are right perhaps not Military. Maybe Civilian Organization or paramilitary organization.
This visor is made at Schangau which is a Bavarian city. The officer cocarde which is on the velvet band of the cap is from Bavaria State.
Have you some infos on the Kaiserreich non-military organizations?

thats nearly impossible to say. There were hundreds of different organisations in this time, everybody proud to wear something like a uniform or a uniform cap, most of them similar made. So first we can only tell, what it is NOT: Army,navy,police,forest,redcross,firefighter,students, pupils.
