This was clipped on to a SA dagger my Uncle had brought back. I know it doesn't belong on it and have removed , but what exactly is it? , thanks , G.

I discussed this with Gaspare before he posted it and I am not sure it is an under tunic hanger. They usually have a wider tongue of leather so the ring or d-ring on the sword or dagger does not rub. And, I've never seen one with a lower retaining strap. See Raymond's example in the link above.
I was guessing that it was part of a dress uniform and meant to hold a whistle or something like that. THe belt loop is not that big and does not look like it would fit on a wide belt.
