Hello paulbear, I would like to help but I do not understand what you do need exactly.
Can you post pics of the certain text and explain detailed what you do need?
I do not recognize the signature (which starts with "Dr." for doctor as an academic title) but the lines beneath the signature say "in representation of (for?) the reichs-minister of economy".

The signature for sure is NOT Dr.Ing.Todt�s. Dr.Ing.Todt also never has been reichs-minister of economy (but for weapons and ammunition). I have looked through the schedules for state secretaries in the reichsministry 33-45 and I could find no proper name for this signature so I asume it has to be another person below state secretary. Can you tell me when the doc is dated?
Did you believe the doc was signed by Dr.Ing.Todt or it was dedicated to Dr.Ing.Todt???
The text is, as I assume because I cannot see the whole document, the standart text for such promotion documents and referes to "protection" by A.H. whose -what I can see in the pic- facimile signature is on the doc.

Hi the document is dated 1940. and was only speculating it might be signed by Todt only a hope.
