Hello,
I am afraid that I am a firm believer that 99% of gold decals are oxidized silver decals. I can't imagine a WSP being issued such a civil helmet. That said, with police items almost anything is possible. You are in the best position to tell wether it is really gold or not. All the gold decals I have seen are really gold, almost yellow.

I would agree 100% with Bill's comments above. Also there might have been a coating/lacquer used and now aged that makes decals appear gold.
Still a great condition decal and lid!
