The paint should remove easily. You find a lot of daggers which have been "improved" by the owners. It a shame its often a matter of taste..which some people obviously do not have.
I purchased a SA once which had the scab and handle completely gold plated. Probably used for a kids school play??

Paint-goldplate is easily easily restored and removed.
