Agreed post-war. If the winged wheel were further up the tab there MIGHT have been a metal swas device removed, but not the way it sits right in the middle. Saw this winged wheel in Hungary couple years ago at an old rail station. Still in use!!!

These were tabs used during the allied ocupation just after the war. So we are talking '45 to 48' maybe. I have a set for the closed collar tunic in bevo.
