I have a similar one. not so fancy. they are modern presentation pieces as I understand it. Perhaps others have more information.

Below are two posts from the Sword Forum International. Post #1 is from Robert Wilkinson-Latham "Brian The decorative and Commemorative Poignards came in various shapes and sizes, all based on the Masonic Hilt. here are some, albeit white grip ones, but they did come in various varnished or polished wood as well. They came unboxed, on plaques, boxed with no scabbard and boxed with scabbard".
Post # 2 is from R. Lowe. "A poignard in a display case would have been in the region of �250 plus etching".
Now all I have to do is find a scabbard.

Another post from Sword Forum International, "Brian. I have the Wilkinson catalogue from 1996 and a silver or gold plated poignard was $359, with scabbard, $659, with presentation case and no scabbard, $429. Embossed inscription was $89. These prices included delivery in the U.S.A.".
