can you tell me why this is a three digit number?
The numbers usually consist of 4 digits.

Actually, 1, 2, and 3 digit numbers are possible. Serials always started with 1 and the leading zeros were not stamped. You have Luger 190 of the ten thousand Lugers for group "r".
