Dutch,,,it is a State Service armband... Was worn by labor,, postal,,,,basically by everyone that didn't have a specific armband etc.. Do a search with State Service Armband you'll get something..
They were a heavy cotton yellow with stitched eagle... Yours appears to have a printed D. W. at the bottom... Maybe for someone attached to the Army but didn't wear a specific uniform [?],,I'm not sure on that but you rarely see them with that printed on them........Looking for a price?? gotta be $200. with that printing at bottom otherwise they go cheap at the big shows....
