Dutchman,
From reading, the maker-marked packets are known. No EKII has been attributed to this maker. The 137 marked cross and the packet could be a mismatched pair. (?). Do you have pictures?

"137" was assigned to J.H. Werner, Berlin. Gottlieb & Wagner, Idar-Oberstein was assigned number "52".

I think this is the information on the packet. Carl Knoblauch, Seidenbandfabrik, Berlin C 2, Post str. 23
Have observed one blue packet for the EKII ribbon from this manufacturer. packet was marked on the flap.

I can not reply on originality. I only have a small number of packets/envelopes. I have not enough research material on the subject.
Note - Seidenbandfabrik = Silk Ribbon Factory. Any numbered/marked award could be placed in a packet/envelope at some point in time.
Vern, how about a reference section on maker-marked paper packets/envelopes for medals and badges?

We have a gallery for LDO and Lieferant Codes. If they were officially registered, we have them I wonder if these are small operations that bought medals they didn't make from the registered makers and repackaged them for sale.

From research, Gottlieb Roll und Söhne Oberstein a. Nahe, marked packets are known. No EKII has been attributed to this maker, (manufacturer or distributor)?
Carl Knoblauch, Seidenbandfabrik, Berlin C 2, Post str. 23 was apparently a silk ribbon manufacturer. EKII ribbons? Packets with just the band/ribbon are known. Usually marked as such = (Band des).
