Another "who can ID ...."
This is a US WWII era item. Not military.
About 10 inches by 6.5 inches. Made of cardboard with a hard brown surface.

might not be what yours is for.. But my Grandmother had something very close to that for their food, gas, etc. WW2 ration stamp books/cards ....

Right ! It is a WW2 ration book holder. I have WW2 Ration Books 1, 3, and 4. for myself, mother, and father, plus the holder shown above. In my Ration Book 1, I am identified as 28" tall, 8 lbs in weight, and 3 weeks old  Thinking about it, it is probably my oldest possession.
