I bought this SS collar tab at an antique mall recently and I was wondering what SS division, rank, or position it could be.

That would be the repro division.... it is trying to be a heer panzer skull tab but those were metal devices attached to the (real) tabs. This appears to be a fantasy piece. Nothing to do with the ss.
