It's a Forestry Cutlass and it may be a parts piece. The blade is an early original WKC but the style of the grips look to be much later. Would need an in-hand inspection to really tell.

This is an original forestry cutlass with what you already know to be the wrong scabbard, it's a late Weimar piece in my opinion, the knot or portepee is not original to the dagger either, value is very low, I suggest you wait and buy something slightly better.
