Is it hollow, bouyant? Any markings? Have no clue, but those details may help.

Right now it looks like an old float that goes inside the toilet.
I am serious.
Maybe some details on where this came from and why someone would think it is an explosive.

Because the vet made it into a wind chime. It had 50cal casings dangling from it with fish string. Its always been olive drab with no visible markings.. It could never have been buoyant that's for sure.. It's military just don't know what? Thanks guys...
