this is galalith, early daggers have this grips. i have yone dagger with this grip.

Yes, itīs "Galalith" or "Milchstein". As this product seems to be very fragile even at the time of production it was not widely used. If the grip is undamaged, a dagger with such a grip for sure has a certain character for me. Regards,

Was this milkstone used before the Trolon grips? Or afterswards?

As a cheaper alternative, so alongside and later in my opinion and based on most dagger configs bearing Galalith grips.
