Could be for anything as I think you may be correct about it being an out-of-sight item.
The answer might be the fairly narrow belt loop or the design on the leather. What uniform belt would fit through that opening? Also, I have seen that design before but cannot remember where. Maybe just a generic space filler and maybe mot.
Didn't Luft tend to be brown ?

Here's what I do know Dave. 2nd Lufts were sometimes worn with the below device of which I've owned several.

Similar, but with snap clip. Could suspend Army dagger hangers, or similar, from an under-tunic waist belt.
