If the lighter parts and the stripes on the strap are both silver bullion it is probably imperial German cavalry officer. Enlisted of a similar period would have a leather strap. The color of the stripe in the strap looks like corrosion and that weakens the silk strap material. Over the years I have purchased several lions head swords with similar portapees.

It is a Prussian Officer Portepee. The wire is copper with a silver wash that has worn.
