Paul, This is a Bundeswehre buckle..Post war buckle for the West German Army. Can't pinpoint value exactly..they arn't worth much though. maybe 20 bucks max for the buckle. Your belt is pretty badly molded. Take a look on Ebay..they pop up there pretty often
