AT least I found that , "durable - dot" fasteners is U.S.A. . dot fasteners (part of scovill fasteners) is at clarkesville , Ga. still. And still contracted to the U.S. military.
lace up top is very odd , neat but, odd.
Maybe you can contact them to see when this trade mark was first used by them / first contract with the government with this trade mark ????

OK GUYS,THANKS FOR THE INFO.I THOUGHT IT WAS U.S. AS I HAD ALSO CHECKED THE SNAPS...DURABLE-DOT..BUT COULDN'T LINK IT TO AN ERA.
AS JEFF SUGGESTED I WILL TRY AND CONTACT THE SNAP MAKER.

I received an e-mail from DURABLE DOT and was told it would be difficult to determine the exact time the snaps were used, but believed it was from Europe around WW 2...Thanks for your interest..........DAVE H
