It says something like "Three state sports competition" with the dates, and the states named below. Most jewelry stores can tell you if it's silver.

It's most likely an alloy with some silver content. Silver is usually marked in some way. It reads, "Three City Competition in Ice-Sports." Nice!

I agree with Bill,,the early stuff especially was marked.. IF it really matters a inexpensive test from your local jeweler will tell you.....
