I was noticing the other 2 caps don't have enamel stars.. Just used what they had or maybe weren't useing much enamel once the war was underway?

True , I have been told at the Russian museum that many were not enamel once the war started . Earlier examples were usually enamel. Important that the inside around the star is not white. The cockades appear to have not been replaced.

Glenn,, White enamel is just for Navy?
