This is an temporary ID-card
The Blockleiter stood at the bottom of the hierarchy of Nazi Party functionaries.
GAULEITER KREISLEITER ORTSGRUPPENLEITER ZELLENLEITER BLOCKLEITER
A local branch of the NSDAP was the rule of eight cells. Each of these cells was divided into four to eight blocks.
A block of the NSDAP (the official name of the service, according to an organization of the Nazi party) was responsible for 40 to 60 households (residential communities, including tenants) with an average of about 170 people. The block leader had to prove his Aryan descent by the year 1800 and was sworn in on Adolf Hitler. "He wore at least for official occasions a uniform and was encouraged to "exemplary conduct"even in private life.

Old Fritz there LOOKS like he could easily be despised! Found this:
"In Nazi Germany a Blockleiter (block leader ) was the lowest official of the NSDAP responsible for the political supervision of a neighborhood or city block and formed the link between the NSDAP and the general population. Also colloquially known as a Blockwart(block attendant or warden, he was charged with planning, spreading propaganda and developing an acceptance to the policies of the NSDAP among the households (typically 40 to 60) in his area. It was also the duty of the Blockleiterto spy on the population and report any anti-Nazi activities to the local Gestapo office; this allowed a Nazi terror state. This was helped by keeping files on each household (Haushaltskarten. Due to such activities, Blockwarts were particularly disliked by the general population. Other duties included allocating beds in homes for visiting NSDAP demonstrators, the collection of subscriptions and charitable donations especially for Winterhilfeand organising the clearing of rubble after air-raids. It is thought that there were nearly half a million Blockleiter Today, Blockwartis a colloquial German insult word for a person who feels the motivation to keep people in line, esp. by reporting them to officials or pressing the enforcing of rules (esp. petty rules) upon people."

Hey Lloyd now thats very interesting and I never knew a Block leiters functions. Sounds more like a BlockRat leader. Or a back stabbing rat. I guess these guys had no choice in the matter to do their job or become an enemy of the state! Its always the lower end of the food chain that always has to do the dirty work for the upper pompous management do nothings! Hmm sounds like modern day labor Unions. ( been there and done that). Ole Fritz in his Ausweis photo looks like he could be a cold PR**K, with no remorse. Whats worse is that back then any person was bound to walk or talk the wrong way out of fear of doing something wrong because of a watchful eye,, this would lead to suspicion and then to an investigation. A nervous voice out of fear of screwing up sometimes led to a trip out of town for free,,, never to be seen again. Good Ole Fritz walked the streets early in the morning to see if peoples milk bottles were put in the correct order for pick up. Tisk tisk if they were not as the sunrises the same over Dachau. What is more interesting is why that the NSDAP did not have any type of dress dagger. Makes one think what type of dagger would be created for that part of political government. Regards Larry
