That would be my guess.

All of the clips should be open on the front.
The one on the right is the oddball.
Take a very close look at the stitching above that clip and compare it with the other stitching on the piece.
I believe that you may find evidence of tampering (different type of thread and/or stitch pattern) in that area.

These pictures don't show the area where you have to look.
You have to look from the back, on the under loop of the strap, above the clip, just below the buckle at either side.
You need to use a magnifying glass.
It's so hard to see that you probably won't be able to pick it on a digital image unless you're very good with the camera.
