An interesting photo. Not only the cap but the odd shoulderboards too. I suspect maybe this fellow was in the SS-Police Regiment before they standardized the insignias?

Looks like an early (pre 1942) 4th SS Polizei member. The hat appears to be the pre-war 1st Model SS-VT model with the SS Eagle on the triangular black backing.
