Hello Grip,
According to Angolia in his book about Political and Civil awards this badge is for the Care of Horses. He says it was instituted in 1937 and came in three grades. He says the badge was worn on the lower left breast and that the manufacturers logo was on reverse of badge,also there is a stickpin of this badge.
I also have the black iron non portable plaque for the donation of horses that you show. Nice items!

Thanks for the info,I must get Angolias'book,I know it is out of print and quite difficult to get,I believe there are 2 editions and the 2nd is the better one,so I have been told.
