Robert, I can only verify your assumptions, which are basically spot on. Definitely a German Krieger badge of some type, most likely 28th Regiment, possibly division? ... something.  Many of these kinds of decorations are becoming more and more popular and appealing to collect because they're not reproduced in most cases, they are made well and many are quite attractive, pleasing to the eye.
