I just did a trade deal and took this police bullion eagle in on trade. The background cloth looks like the style used for eastern people uniform and cap cloth. It is a light brown color. The eagle has been exposed to water at some time and has srunk up a little it does not appear to ever have been used. On the paper back you can still see a price marked on the back.

That is a very interesting eagle. The embroidery looks pretty good to me. one significant detraction, however; is the down sweep of the wings. This is NOT found on originals but is found on many reproductions from Pakistan. It also seems to be missing an acorn on the left side, and the legs are not proportional.
Finally, there is NO brown/tan police uniform specified anywhere in the regulations so I would be hard pressed to imagine how this eagle might have been used if original. Perhaps an army tropical feldgendarmerie, perhaps some occupied territory police. It is NOT a civil police eagle.
All of that said, it looks good, but has big question marks. I cannot with confidence say one way or the other regarding authenticity.
All of that said it is none the less very interesting to me, and as an eagle collector I would be interested in buying it as an oddity if it is not within your scope of interest.

I agree with Bill , the down sweeping Wings are a big concern and remind me of the Pakistani repros as well. Look at the Bullion for any traces of white powder residue and check for any chemical odor. Someone could have tried to age it so , this might have been "washed" in a light Bleach solution ..that could have discolored the backing turning it light Brown.(depending on the concentration) Did you blacklight it yet to see how the core thread reacts ?

Never thought about bleach.....good thought, that might explain the brown background. I kick myself for not thinking of it.

yeah but ..if they were careful and only used a light solution , it might not "corrode" the Bullion so there wouldn't be a lot of that white powder showing. These guys are slick
