The overall photograph for me is very bad so I cannot read the text. The details do not show enough text to me.
Nevertheless the configuration is that I think it is a luggage tag for sending luggage per railroad.

Wotan is right.
These tags were used by passengers of the railroad for luggage.
The inscription on the top of the tag says:

" It is advised to place the address of the receiver also inside the pieces "

in the meantime I have studied some german writings which should help to identify fake documents and engraved blank and fire weapons.
