The overall photograph for me is very bad so I cannot read the text. The details do not show enough text to me. Nevertheless the configuration is that I think it is a luggage tag for sending luggage per railroad. Regards,

Wotan is right. These tags were used by passengers of the railroad for luggage. The inscription on the top of the tag says:
" It is advised to place the address of the receiver also inside the pieces "
