I am leaning toward police on this one, however I am unable to put a finger on the 'D' that is on the bottom. Date is double marked for Imperial and Weimar. Lugers are not something I have much reference material on. Any ideas?

The last letter is either for the city or district. SPD usually stands for Saxon Police.

Yes, Dow is correct. Saxon Police of Dresden.

I initially thought of the 'S' as Schutzpolizei, Saxony never came to mind. Thanks for the information.
