It's for a Hauptman(Captain) of the 26th regiment.The red waffenfarb being for Artillery.Being it's a single $20-25.

In addition, he is a reservist as noted by the blue secondary waffenfarbe.

Paul is correct that there is a second waffenfarbe (I believe should be gray and not blue) for a Reserve officer.
