V�cklabruck is in Austria, the "Eternit-werke" name makes me think it's a visor pin from a factory type fire department.

COmpany is still there http://www.bdb.at/eternit/I am willing to bet that this was a firedepartment run by the eternit werke at the plant location. NOt uncommon in the past for this. too expensive for european companies to afford today. would be interesting if your wrote them to see when they had a fire dept and when due to budget cutbacks they stopped staffing a fire department.
