Never saw such dagger. Has read, that there were special groups of policemen - foresters. They, as a rule, had bayonets or such daggers too could be at them?

Yes there are specific daggers for the Feld and Forst H�ters, an honour hirschf�nger given out as an award for risking their life against poachers. The piece you have is an Imperial pattern with a later applied clamshell emblem,I'm not sure from what I can see that there is any evidence this was awarded to any feld h�ter.
