I see this chevron as a "Stabsgefreiten" arm chevron what was worn from the WH,LW etc. but not from the SS. The SS got only the Sturmmann rank and the Rottenfuehrer with chevrons and they don't have the pip in the center. Also a Honor chevron for ex members of the police and armed forces would look different from the cheveron strip style.
