Hello! Has read a lot of inconsistent about an administrative naval dagger. What it is possible to tell about this dagger? Scabbard is steel.Inside grip is a wood.

What you have is a late production Eickhorn navy dagger where steel was used for making scabbards. The gilting did not stick very well to steel and after wearing off exposed the steel surface. Existence of a silver Administrative navy dagger is still an unresoved issue.
